Well, how about this - doesn't the very act of segregating those ballots increase the ability to scrutinize them? Ie - if they're not all mixed in , the ability to simply pick this up later - while having to segregate those ballots - decrease the risk of mass fraud b/c they'll basically be tagged / segregated / able to be traced, even if at some hypothetical level of threat?

Yeah good point, this at least guarantees better than worst case scenario. If they HAVE to be counted, probly have stricter standards, if they have to be segregated - any fraudsters in PA dem party have to now think, shit, my fraud ballots are literally going to have to sit in a pile all by themselves highlighted as 'potentially shady shit' - which has to create *some* disincentive for fraud I'd imagine (which may be more important than the way you count them tbh)
