At what point is it wrong for certain animals to feel pain?

But does the pain of a rat count like pain does for a human? Or a dog? One time I saw a sous chef chop a lobster in half with a very sharp knife. The lobster was still moving quite a bit and he explained that lobsters don't experience pain like we do, they only know something's wrong. How are rats on this scale?
