Russia flooded it and made the barrier b/w Crimea and Ukraine proper much much wider. they dont need it to be economically viable. they just need to claim it as Russian. I agree. The river will be lower but I assume it will still be pretty deep. Then you just have that much more embankment you have to climb over when you reach other side, since you're now lower relative to surrounding terrain. If anything it seems like it will be harder to cross if docks and shit are 6 feet above the water line.
