This framing is retarded.
France did no such thing. They proposed a deal for recognition for cash to Haiti's government, which Haiti accepted. Haiti was perfectly free to tell them to pound sand and if that means war, then war it is. Instead Haiti made the calculation that the benefits from being internationally recognized instead of a pariah state was worth the cost and took it. I don't know if that calculation was right or wrong, but to the extent it was a bad call, then it's Haiti's own fault for making the deal.
Note that this is a special "only for Haiti" rule. Nobody says "America forced..." or "Britain forced..." in regards to the Treaty of Paris.
