In general the west was more “romanized” culturally and politically but many times the romans just kind of slid in on top of existing power and governing structures and left a lot the same, and then drew revenue off of it. If you look at the actual # of active legions and where they were stationed compared to the whole population of the empire, it’s surprising how little they scraped by with.
