The most charitably reading is that it's mode, ie, zero is the most common discrete number of swipes anyone gets. This is possible, as many accounts are no doubt bots, who will get zero swipes, or people who shut down their accounts quickly. But this doesn't tell you much, the "modal" civil lawsuit is worth $0 but that's only because a judgment for $35,678.24 and one for $35,678.23 would count as two different data points, whereas all defense verdicts = 0.
The most likely (but uncharitable) explanation is that the journalist is an innumerate idiot writing about something he/she does not understand. If you've ever read a newspaper article trying to describe a court case, this will make a lot of intuitive sense |
