Also: A lawfag might have complained about this, but the POTUS would have just done it anyway under the circumstances and dealt with the legal consequences later. If somebody wants to file a lawsuit later, then let them, it will be tied up in the courts for a decade at least. Come to think of it, I'm not even sure what the remedies are if the act is violated.

in real life if POTUS wanted to send troops for law enforcement for DC he'd just send the DC National Guard; the DoD has long advanced a legal theory that this is permissible, even for stuff like narcotics interdiction
