Consultants because it's nearly impossible and insanely complicated to open / operate a dar care due to excessive regulation.

It's owners. Back office is very light at a daycare. There's a huge spread between cost of labor and going rate. It's somewhat challenging to set up because you need a decent piece of real estate as noted upthread, plus hiring a pool of people who won't get you sued into oblivion or otherwise make your life hell, but who will reliably show up to work for poverty wages even though they probably have their own kids being watched by grandma/aunt. Then you have to convince parents that this thing you cobbled together is a safe place to leave an infant. Once set up it is a cash cow although you will be constantly recruiting staff which is a huge headache.
An easy way to confirm this from the outside is look at the cost of a church school where the owner is nonprofit and content to run it at zero or slightly negative margin as a way to connect parents and kids to the church community, vs. cost of a for-profit daycare. Some of the spread is real estate cost (church has nice owned space that would otherwise be pretty quiet on any given random weekday), and the rest is profit. By the way you are retarded if you send your little kid anywhere other than a church program operated by women of approximately your background but willing to work for prole wages for birdbrain idiosyncratic reasons (obviously keep them away from rapey priests and ghetto churches and so on).
