Right now...

Harvard/MIT are best all around choices.

U Penn has some really good people (but I've never liked the enviornment).

Toronto recently acquired some really good people so its definitely worth looking at.

Now, if you are absolutely positive that you are looking into the Algebraic Geometry/Topology route, consider (some of these will seem surprising):

Columbia, SUNY-Stony Brook, University of Maryland-College Park, Northwestern, University of Chicago, UC San Diego (more Algebraic Geometry), Berkeley, UC Davis, Princeton, Michigan State University, UIUC (more Category Theory). Ohio state is developing a pretty strong geometry program.

Harvard, Suny-SB, Maryland, Toronto, Berkeley and Princeton each have at least one excellent potential advisor (i.e., very active in the field, producing good work, wide knowledge base, well respected and still accepting "average" students) in the field.

USNEWS rankings are reliable up to a point.

Firstly, the data is collected by peer review. So often the rankings are based the mathematicians more than the program.

The program may not be very "user friendly" (i.e., high attrition, long MYD, no advisor potential, etc.) in spite of having good mathematitians.

However, getting a job really a function of your advisor and not your school but you'll have a wider selection of "good" advisors at a highly ranked school.

Secondly, the results are quite general. Within a subdiscipline, you have subfields. A top program in Geometry may have three Low Dimensional Topologists, Two Hyperbolic Geometers and one Algebraic Geometer (who isn't accepting students). This wouldn't help you at all. If you wanted to study Geometry/Topology without any clear direction, the rankings would help you find schools to consider.

Also, you are sitting on the Algebra/Geometry fence, which makes it harder for you. In particular, there are two general sides of Algebraic Geometry: The Number Theory side and the Geometry/Topology side. You are more on the second side which cannot be categorized by USNEWS since there aren't alot (relatively) of mathematicians on this side of AG.

That's my long answer to your short question.

They're going to be difficult to gain admission (all grad programs are). I would talk to your undergraduate professors. They usually have pretty good advice about where to apply. Also, visit the websites of the schools and look at faculty webpages (or if the pages are not available, look up their papers). If a faculty member hasn't published since 1990, then he isn't accepting any students.
