They probably had 2-hour slots and front-loaded them slightly. You show up at your time, get a number, and wait in the lobby or outside; when the time slot in front of you is down to its last 30 guys or whatever, you file in, get naked, and get in line in order of your number. The biggest problem is guys not getting/staying hard, which there's very little patience for, but they also can't afford to just kick out everyone who experiences any issues because that's too many ppl.
