The democratic reformers probably needed more time to get their own nation building project together as I think the organized resistance against the Islamists was still in a fairly nascent phase. I read some Iranian history recently (hard to find in English) and I guess the Islamists turned on the other factions in the revolt against the Shah's regime very early after his fall in a Night of the Long Knives fashion and a lot of neat ideas from the democratic activists, the non-religious conservative reformers, and the socialists got nipped in the bud

Check out "The Iranian Mojahedin", there's a pdf on internet archive. The author does a lot of opinion-izing but his historical recollections seem sound
