At first, even in Moscow, this will only mean higher diesel prices ($8 - $10 per gallon is where this is headed). But later this year, if oil shipments out of the SoH are not fully resuming (which seems impossible), we will almost certainly encounter a situation of "rationing" that won't be called rationing.
There will be scarcity, and allotments for various fuel distributors, in other words, and never enough diesel to go around.
