It suffers from a deep-rooted social rot. It's like the pre-flood world, some things are so fundamentally broken that God just hit the reset button because they couldn't be fixed.
Except here there's no divine reset. We're dealing with generations of institutional failure, total impunity, and a cartels-first economy. It's going to take generations to dig out of it, if ever.
