apparently the 'random events' component of the game is huge. it sounds like procedural generation is being used at least partly to create thousands of possible random encounters and events, instead of just a few dozen scripted random events like previous GTAs or RDR2.

the relevant passage is this one:

"Passerby reactions and small chance-happenings in the world seem infinte. An example we saw [during gameplay] - the protagonist passed near a pair of police officers talking to each other on-foot next to their patrol car. Suddenly, there was a sound of shattering glass, and upon turning toward the noise, a handcuffed woman in the patrol car could be seen smashing out the car's glass with her head, then squiggling out of the vehicle like a worm.

One of the cops pulled out a stun gun and fired, but missed and hit his partner instead, falling to the ground, while the other officer shouted as the woman took off running and became lost in the crowd. Everything took place in an instant, a reflection of a game overstuffed with happenstances and comical scenarios.

Strangers approach and talk, seeking to hook up, attack you, give you tips on potential scores or hideouts... the level of interaction in these encounters with the omnipresent public is downright stunning. Rockstar's big bet is that the game's internal systems will be able to generate such encounters on their own. Every impromptu interaction can achieve the feel of a carefully-scripted mission."
