Here's how I look at it: The cops could just go around kicking in the doors of people they don't like, but there are laws against that, and they'd get sued. So we can just make rules around how the collected information can be used, and let Sec. 1983 deal with any improper uses.

Flock cameras seem analogous to the data collection Eric Snowden exposed. Telephony data isn't private, the content of the communication is, so no invasion of privacy collecting that right? Maybe not before, but now that we can collect such a massive amount of it that we can reliably guess so many things about a person.
Sure, you don't expect to have privacy in a public place. However, you also don't expect to be observed so constantly that an algorithm can practically read your diary. There's also the issue that this is a private company. They could just sell your public location data to anyone, and suddenly you're getting ads for Starbucks because you looked at the sign yesterday but decided not to get any.

They're bad.
1. Police can hold on to info for upto 30 months;
2. ANY law enforcement agency can access the information without a subpoena or even a crime being committed;
3. Local govts don't have to be transparent about who has accessed it and for what purpose.
Imagine everytime you stepped out of your house, a Cop was taking a picture of your car and following you to wherever you drove for no fucking reason, but there wasn't shit you could say about it.
