I don't think it's an anti-semitic knock. The title also clearly is about prohibition. They created new words to celebrate those quietly skirting the law. Hooch or hootch is illegal alcohol made in the house. A "hooch-chef" would be a chef crafting his hooch brew. He's using anything handy (fruits can be fermented; raisins can make alcohol). He called the prohibition cops 'probe-eyes' play on the words. You never left wine on the table during dinner in case one came by.
