Certain components of IQ have been in decline since at least the 50's when there was enough data to compare. And these components are the most heavily correlated with actual intelligence, and are the least malleable through education or environment.
Some argue that the decline started long prior, probably around the Industrial revolution. The infant mortality rate was somewhere around 30% in England in 1800. Today it's less than 1%. Phyical health is correlated with intelligence. There was higher selective pressure for those traits. Nowadays, everyone survives. Thus many physically and mentally ill idiots who drag down the average.
