Like shoot tons of missiles that don't have munitions in them along with some that do, AA doesn't know the difference. Am I some insanely smart war strategist or what? Why doesn't Iran do this?

Because the cost of the explosives is a small part of the cost of the rocket.

What if the rocket doesn't have to be fast or accurate? Does it still require engineering you can barely fathom?

They've already paid for the engineering for the real rocket. You could just fill the explosives chamber with rocks or whatever.

So this is actually an idea which people have used. The idea is to overwhelm the defenses by sending a lot of dumber, low cost munitions, but sending a dummy makes no sense economically. At some point there are not enough anti-missile weapons to stop them all. This is why drones can be effective; send thousands to the same place you can’t shoot them all down (in theory — shoot drones is pretty easy with a gun based defense, but there are range issues).

Most cruise missiles carry decoy targets which they release as they fly over high ADA regions. Supposedly some of the early Russian missile strikes in 2022 included completely inert iskander missiles whose explosive payloads were substituted entirely by decoys. This allowed them to fire volleys and have significantly more decoys to overwhelm air defenses, exactly as you suggested.
