How is Egyptian so inept at tourism? Has a country done less with more?

Yet no one comes back from Egypt with anything good to say. The review of Egypt is always "Cairo made me feel unsafe, everyone tried to scam me, and the area around the pyramids is dirty and filled with cheap looking commercial shit."
Why wouldn't the government just fix this? Put a small airport near the pyramids with daily flights to London and Paris so people can avoid Cairo?
Then throw anyone trying to scam tourists near the pyramids in jail.
Start licensing reputable tour companies to offer short Nile cruises and camel rides.
Build a huge museum connected to one of the pyramids and refurbish a pyramid to allow people to walk through portions as part of the museum.
Build up large resort hotels.
Create a Disney-fied bazaar with local vendors but make them have set prices and health standards, and kick out anyone who tries to rip off westerners.
Couldnt this easily be Cancun instead of a place only hostel goers go and tell everyone else to avoid? |

Ideally, the Great Pyramids and the museums that hold all the antiquities would be managed by an independent corporation like the Suez Canal is. The Egyptian government doesn't want to mess with the Suez Canal Authority because it knows one wrong move would have massive impacts on state revenue, so the authority is allowed to act independently and competently. If we want Egypt to clean up its act with managing the pyramids, us Westerners should vote with our wallets and refuse to visit until a more independent antiquities authority is established.
