Immigrants may respond to the enforcement environment even if they are not formally removed. For example, some immigration court cases end in “voluntary departure,” which carries fewer long-run penalties than an official removal. Using data from the Transaction Records Access Clearinghouse, we see that there were around 40,000 such court resolutions in 2025, compared to around 10,000 in 2024.
In addition, immigrants may choose to leave the United States if a family member is deported or may decide that leaving is a better option than risking detention or permanent family separation. |

The nature of these removals has changed, however. In fiscal year 2024, only 18% of ICE removals were initiated by ICE as opposed to U.S. Customs and Border Protection, meaning the vast majority of ICE deportations were of recent border crossers. Comparable statistics have not been released for 2025, but it is clear from border statistics and other evidence that most removals in 2025 were from the nation’s interior.
