i doubt israel is that racially disunified
its probably just political and the shas/likud/UTJ alliance agenda of the last 10+ years was predicated on some kind of military solution to less so Hamas but more Hezbollah, which is a much more legitimate threat to Israel's border security
i also think they had to speed things along when UTJ basically left strategizing in the coalition (i think they still vote with that bloc? but iirc it's with a disclaimer that it's only because the alternative is worse)
