Nuclear-capable bombers aboard the Sixth Fleet's carrier were in a Condition November (meaning the bombers were armed with actual nukes) & the orders were given to strike Cairo in response to the attack on the USS Liberty. Reportedly, the attack was called off only when the bombers were minutes away from losing radio contact (which ostensibly meant they had standing orders from the President to launch their nukes or, in the alternative, had a top secret system unbound by the known effective ranges of typical communications systems).
