Though I guess you could say the Maginot line was fighting the last war in the sense that it rested on the assumption that Germany would respect the neutrality of the Low Countries, which was a relic of old “honorable” war. |

France built concrete against an adversary that had already decided that concrete, Belgium, law, and honor were merely terrain features. The Low Countries neutrality point is a little too juridical imho. The Maginot Line failed because the whole European imagination of war still contained a Napoleonic and Bismarckian residue of fronts, mobilization tables, neutral corridors; staffs moving colored blocks across maps as though Moltke the Elder were still murmuring through a railway timetable. In that sense WWII was more Franco-Prussian than people want to admit. Operationally, the same demon appears: concentration, rail, tempo, political paralysis, the defeat of a regime before its metaphysics can understand that the battle has already occurred. Sedan is not very far from Meuse. The Prussian envelopment becomes the Ardennes sickle-cut. Cavalry screen becomes armored reconnaissance. Horse artillery becomes Stuka punctuation. Belgium’s neutrality was a relic, yes, but not only of honor. It was also a relic of the belief that law could preserve geometry. This is the liberal error in its purest form: that a line on a treaty can stabilize a line on a map, and that a line on a map can discipline force. Germany proved otherwise twice, first with spiked helmets and then with panzers, because German staff culture had a cold genius for noticing that the moral order of Europe always lagged one campaign behind its operational possibilities.
The Allies, meanwhile, were all but bereft of Honor. The Allied war was full of necessity converted into virtue after the fact: area bombing, starvation logic, colonial troops dying for empires that despised them, Poland being liberated into captivity, and all the little Yalta euphemisms by which great powers call abandonment "settlement." Germany lacked honor in the abyssal sense. The Allies were often bereft of it in the administrative sense, which is the part nobody wants to sit with because it disturbs the Cheder version of the war. The Allies were empires, security states, colonial administrators, bombing committees, logistics men, oil men, and map men. Their virtue was often retrospective.
The British entered the war as defenders of civilization while presiding over an empire whose entire operating principle was that some peoples existed to be governed, starved, taxed, partitioned, recruited, and forgotten. France spoke of liberty while holding North Africa. The Soviets defeated the Wehrmacht with a courage so terrible it almost becomes religious, and then carried liberation westward like a second occupation, leaving behind police ministries, dead parties, censored newspapers, and the gray theological odor of the cell. America fought the good war and then discovered, with astonishing speed, that morality could be measured in tonnage dropped from altitude.
This is where the Liberal account grows stupid. It wants WWII to be a morality play, but the conduct of the victors was not chivalry. Dresden was not chivalry. Tokyo was not chivalry. Hiroshima and Nagasaki were not chivalry. The Bengal famine was not chivalry. The forced repatriations after the war were not chivalry. Yalta was not chivalry. Poland, for whose sovereignty Britain had supposedly gone to war, was handed from one devouring empire to another with the serene vocabulary of statesmanship. The ledger is not clean merely because the other ledger is written in blood and ash. And this is the deeper Franco-Prussian continuity. Modern war had already murdered honor by 1870; by 1945 it merely held the funeral at scale. Moltke’s railway war, Grant’s arithmetic of attrition, Sherman’s war on the sustaining fabric, the Prussian staff’s serene conversion of villages into axes of advance—all of it matures into the twentieth-century combined-arms state, where honor is an after-action term supplied by the winner’s historians. Infantry fixes, armor penetrates, artillery disorganizes, air power terrorizes the rear, propaganda sanctifies the totality, and afterward a professor explains that civilization has been saved. I say this as someone who has been critical of Fascism in the past.
