Coincidences happen all the time, like in Russia some residential buildings got blown up in 1999, and they said it was Chechen terrorists, but the local police caught some FSB agents setting explosives in one of the buildings, and FSB said it was terrorism simulation exercise, but it was just a coincidence as well, and those Chechen terrorists were from Chechnya, so Russia started a war in Chechnya because terrorism must stop.
