The reason is because they need to feel sure footed, and when they touch aluminum foil they realize it isn't solid ground and freak out. It also makes noise and they hate that.
This is also how you can manage aggressive cats in traps and cages. Line the cage with newspaper, then tug on the newspaper as you open the cage. When the cat freaks out you can grab it by the scruff of the neck and hold it with it's underbelly facing AWAY from you so you don't get scratched and pissed on.
