NYT: H1-B to be changed to favor higher income workers

Mr. Edlow’s proposed changes would have to be approved through the federal government’s rule-making process.
Doug Rand, a former Biden administration official, said changing the H1-B process to favor higher-wage earners was misguided.
“Like it or not, the H-1B program is the main way that U.S. companies can hire the best and brightest international graduates of U.S. universities, and Congress never allowed D.H.S. to put its thumb on the scale based on salary,” he said. |

I had hoped Trump would rally Congress to do this but his priority has been tax cuts for the rich (both terms).
Prioritizing higher salary workers is fine but doesn't go far enough. 85,000 Americans will still lose out on new jobs every year to foreigners - now it will just be higher earning foreigners.

Near the end of Donald Trump’s first term, the administration proposed ending the current random selection process used each year when H-1B registrations exceed the annual limit of 65,000, plus a 20,000 exemption for individuals with an advanced degree from a U.S. university. In its place, U.S. Citizenship and Immigration Services would have awarded H-1B petitions based on salary from highest to lowest. Commenters warned the rule violated the statute and would disadvantage recent international students and other early-career professionals. |
