the USGS estimate is 7.8, and it's off the coast rather than directly under land, so it's basically another typical cotabato trench quake. the philippines gets those every few decades. the last big one was in 2002.

not big enough to generate a significant tsunami, which is the biggest risk in that area. general santos city could in theory get swamped/wiped out by a big wave, because it is in a funnel-shaped bay and is mostly in the lowlands.

Depends exactly where it hits, what specific fault moved, and how hard and long the shaking is. Just the size/magnitude isn't everything for this. Although obviously the bigger ones are more likely to trigger a tsunami.
