Am I being insensitive for making this guy at work attend a Mothers Day event?

One of my better attorneys asked me if he could NOT go to the event. I told him management made it mandatory. He said he doesn’t want to celebrate Mother’s Day ever again his mom died this year and like three years ago his wife and kids died in a fire.
I told him it’s mandatory so I expect him to be there unless I hear back from the bosses that he doesn’t have to be. Did I have any choice here? |

Preferably blow up and print newspaper articles about the fire as well as his mom's obituary. Decorate with "flames" made out of construction paper or tissue paper.
