Anyone remember this N64 game that was basically Gears of War?

M-rated, probably 1998-2000. Third-person shooter. Extremely violent. You were a huge soldier wandering around a ruined city with a gun that had some kind of blade attached to it iirc.
There were curb stomps. Not implied. You actually put enemies’ heads against the curb and stomped them. Tons of disembowelments too. Enemies would hold their intestines and try to crawl away. Blood stayed on the walls permanently unless you changed areas.
The N64 fog was part of the story. The city had been covered in military fog after an experiment. You could only see maybe twelve feet in front of you, so most of the game was wandering around lost while injured men screamed somewhere beyond the draw distance.
There was no map. You navigated by following blood trails, but several of them led nowhere because they were left by your own previous disembowelments.
It looked almost exactly like Gears of War. Cover system, roadie run, ruined buildings, giant soldiers, everything. Obviously lower resolution.
One level was just a parking garage with maybe 15 floors. I wandered around it for three days. There was a boss at the top who removed his own rib cage and used it as a shield.
Possibly called Fog of War, Blood Battalion or Curb Unit 64.
Definitely real because my friend’s older brother would not let us play it when his mom was home.
