Stutter delay has only been used on one track that I have ever heard of in my entire life. There is a brief outro at the end of There There that uses it. Jonny Greenwood basically invented this effect in some computer tool where he programmed it from scratch. Otherwise I have never heard of this ever being in another song.
What you want for Shoegaze is some kind of heavy fuzz that creates a wall of sound and some type of flanger or chorus effect. Poke around on this channel there's all sorts of shoegazy and weird artpop stuff

If I did get a guitar I'd want to learn how to play first before I start messing around with pedals.
For fuzz I'd get a Fender Shields Blender because Kevin Shields is my favorite musician

I know that shoegaze doesn't require a ton of technical proficiency. But at the same time there is something a little too Reddit and gay about making music that is somehow just a function of Gear Acquisition Syndrome.
I want some talent. I'd want to be at a point where if someone handed me an acoustic with a random basic request, that I could crank out something close.
If I wasn't at that point, having $1000+ worth of pedals would make me feel like a poser.

It's cheap and it's used on everything.
It's a distortion pedal that can get into some fuzz tones at the highest settings.
It was used by Nirvana and a million other bands. It basically just sounds really heavy and distorted. It's got an unusual filter knob that goes backwards.
It's a lot of people's first pedal because you can always find one for dirt cheap so it's many people's first forays into distortion. People usually get a RAT or a DS-1.
There's a million versions of it but I've played them side by side and can't tell the difference.
Everyone should own one.
