Fish that are deep enough to be below the surface remain unaffected, while only those very close to the surface are at risk of being harmed. This is because water's conductivity causes the electricity to travel horizontally rather than penetrate deeply.

In most cases the field gradient will not be enough to hurt you if you are more than 20 or so feet away. However, if you are standing, the field gradient will be relative to ground, so the lethal distance will be greater. Fish aren't usually in contact with the ground, though. However, electricity is not the only problem. Lightning generates an intense sound wave (thunder). Close in it can be deadly or at least deafening - maybe 250 db, which is like a bomb - think of a stick of dynamite going off. Underwater the concussion can be deadly to fish at a much greater distance than the electrical effect. Maybe 5-10 times greater.
