i mean they want to win, its an international match and its more consequential than a friendly, which they also want to win. but they also use it as an opportunity to get people playing time who didnt play as much. both teams made 7 changes from the semi final. england was playing seriously all match. france was pathetic in the first half but made four substitutes at halftime and got serious. at that point they were both trying their best to win
