they probably won't because this is high level shit, but if they were really pissed they could make it illegal for him to have furniture in his office or something. They can also make it unlawful to put gas in the tank of a Government vehicle if it's being used to transport Hegseth. Seen that happen before. The credit card receipts don't lie.

There are no limits on how Congress exercises its spending power, except insofar as the government creates "entitlements" like Social Security. Entitlements have to be paid. But no one is entitled to have furniture in their office.
Furthermore Hegseth is a political appointee, not a merit hire. He doesn't have any of the due process rights a merit hire would have, and because he's a political appointee, it's considered fair for Congress to get political with him.
