Why does dropping charging iPhone in bath tub not kill you?

Outlets within 6 feet of a water source have to be GFCI (they have the buttons on them), so that if you tip your phone, fan, etc. into the tub, it'll trip the circuit rather than electrocuting you.
There was a story recently about a 14 y/o girl who used an extension cord and plugged her phone into a non-GFCI outlet so she could use it in the tub, and who did in fact electrocute herself to death. Which sucks.
