some are wealthy bankers I guess. not sure why they'd want to live there rather than Chelsea or Notting Hill or whatever.

CoL actually dates back to the Norman Conquest when special privileges were granted to the sector and citizens could elect a "Lord-Mayor" which is still a thing, I even met the Lord-Mayor at the time because he'll drop in to the offices for photo-ops.
