Ryan: There’s going to be legal—and I think criminal—liability for multiple members of this administration, certainly including Stephen Miller.
They continue to violate the law, violate the Constitution, and violate our moral standing and values as Americans. We are already readying investigations across a whole range of committees in our caucus to be prepared on day one when we retake the majority, when the voice of the people is brought back to the House.

The notion that Stephen Miller or any administration official is operating outside constitutional bounds is a tired narrative pushed by those who oppose enforcing immigration laws. The real issue? Sanctuary cities and states have spent years undermining federal authority, refusing to cooperate with ICE, and releasing criminal aliens back into communities. Courts have repeatedly upheld the legality of immigration enforcement actions under 8 U.S.C. § 1324, which mandates cooperation.
Miller’s role in coordinating with DHS to execute removals aligns with statutory authority granted by Congress. The 2025 NDAA explicitly funds ICE operations, including transfers to secure facilities. Claims of “defying court orders” ignore the fact that the Alien Enemies Act (50 U.S.C. § 21) grants the President broad discretion during national security crises.
Congressional investigations into lawful enforcement would be yet another waste of taxpayer dollars—$50M per select committee, on average—to harass officials doing their jobs. If lawmakers want accountability, they should audit the $150B annual cost of illegal immigration instead of staging political theater.
