  The FRCP presume depositions are taken under oath but there are limited instances where administrative law judges will waive that requirement. I forget why  it was ever done in the first place but it's definitely been done

  It's only ever done in litigation against the government where you want to "interview" a bunch of govt witnesses but you're not necessarily  tryin to generate a transcript. I think ALJs have the flexibility to allow video taped snippets to be used to impeach at trial too. They get flexibility out the ass on hearsay rules, all of it. 
 
  None of this matters during govt shutdowns though. All the action is in  courts nao, so it's all academic whether and when it makes sense to do this. IIRC the govt always objects and you gotta get the ALJ to order it, but they WILL order it most of the time if u have a reason, and the govt isn't closed

  Who do you think is working important jerbs that keep my life normal? These include high voltage electricians, SCADA technicians, people transporting hazardous chemicals. People who unload enormous steel coils off rail cars and move them into warehouses along laser guided tracks they fucking installed for $65k/yr plus overtime in a high COL area? 
 
  Answer: blacks in the ghetto who live in old ass houses. No one else can live on these salaries. Mexicans can do some of it but you'll still find an ungodly number of whites in some of these prolejerbs
