The ability to do ICOs doesn't seem like a strong selling point anymore due to regulation, the fact so many ICOs turned out to be scams, and other coins also have this ability. Also, there are a bunch of other promising alt-coins and it is getting easier for new entrants to buy them, so a lot of the money that would have gone into Eth is probably going into these now. No?
