I'm not sure. One would think it is to get listed.
But i'm sure a lot of coins with money try to get listed, and you might have to send the fee first before they consider it.
There is this coin ITC that sent some tokens to Binance in early december but it hasn't been listed and there has been no other news about it.

Sorry, but that's real retarded, sir. Following this rule will lead to absurdly bad investment decisions.
For example, six months ago you participate in the FAGcoin ICO, where 1 ETH gets you exactly 1 FAGcoin. Today, FAGcoin is finally listed on Binance, and you spot it for .9 ETH. "LOWER THAN ICO, WHAT A STEAL!" you squeal with glee. Except in the interim, ETH has risen from $300 to $1200. So you just paid approximately 4x as much, in real dollars for your new FAGcoin.
Also, to even determine whether ETH is out pacing the Alt coins, you must look at... Real dollars.
This plays out in actuality all the time if you set buy and sell orders. If you set a sell order and ETH drops, for instance, you could end up giving someone an extremely "cheap" coin.

All shit coins are measured against btc and eth, not usd
Your 1 eth put in at the ico would also be 1200 now

I understand that, which is exactly why no one would seriously list the FAGcoin (and no one would buy it) still for 1 ETH.
I really don't know what the argument is here. I see price adjustments constantly happen in exchanges based on the rise and fall of ETH/BTC.
Ignoring the USD price of either ETH/BTC when making trading choices is not smart. If you can't see that, I don't know what to tell you.
