If you won't, then you're either sufficiently tied up in Islamic superstition that we definitely don't want you here, or you're not really a refugee and won't cross a mild taboo to proceed. Either way, you can turn right back around. If you will, then there's at least a rebuttable presumption that you're not the sort of person who would shoot up a magazine. Sure, some will go undercover and do it anyway, but some won't. AND it might even discourage people who won't do it from making the journey in the first place, so even better.
