-Government employees are supposed to use government email addresses stored on government servers, both for security reasons and because such emails are public documents that can be subpoenaed by Congress or turned over via FOIA.
-Instead, Clinton, apparently without telling anybody, used a private email address, with its emails stored on a private server, for all of her work emails. This email was ALSO used for all her personal emails. Basically, she had no division between her work life and personal life.
This raises the following issues:
1. Hillary's emails sometimes contained classified information. By storing the info on a private server (maintained by a company without the necessary security clearance) she created a totally unnecessary security risk.
2. Instead of the government having Hillary's emails, she had her lawyer go through them all and choose which ones were "work-related" and which were not. She turned over the former and tried to delete the latter. The potential for corruption and abuse in such a process should be obvious, and that's why the FBI recovering her deleted emails could be a big deal.
3. While retarded Republican Congressman think they'll find the truth about BENGHAZIIIIII, I think the biggest danger for Clinton is that the emails will expose her engaging in favor-swapping, using her State position to raise funds for the Clinton Foundation or getting gigs for Bill. |

The rule wasn't absolute (because you want officials to be able to use private emails in emergencies or something) but deliberately creating an entire separate private email system DEFINITELY went against government standards.
But yeah, the private emails by themselves weren't criminal; what could get her is if she actually did something corrupt in the emails themselves or engaged in obstruction of justice by deleting them. |

It was a dangerous and reckless thing to do. We know she was hacked by some guy, which means that the Chinese, Russians, and Israelis almost certainly had full access to her SoS emails. For whatever reason, the media and voters don't care. |
