In other cases, I think State Dept looks at local economic and other factors, but this is when you're dealing with excess refugees no one wants. Somehow they decided Lowell, MA needed Cambodians for whatever reason.

In this case I'm guessing most will end up on the east coast because that's where all the sponsors will be and that's where the government will think is most appropriate. I don't see these bitches going somewhere like Long Beach or Fayetteville. I think a fuckload would end up in Baltimore/Washington area for a number of reasons.
